Turnkey EPC Living City for a Mega Energy Investment in the Caspian Sea Region
The Kashagan Oil Field, located on the coast of the Caspian Sea in Kazakhstan, is a strategic energy field recognized as one of the world’s largest offshore oil discoveries. Implemented under this mega investment, which is characterized by harsh climatic conditions, high engineering requirements, and complex logistics, the 6,500-Person Worker Accommodation Camp stands as one of the strongest reference projects demonstrating DORÇE Prefabricated & Construction’s EPC expertise in large-scale, long-term energy projects with high operational requirements.
The project was executed by the GAMA – TEKFEN Joint Venture (GATE) Kazakhstan Branch No. 2, with the final employers being NCC North Caspian Contractors (Fluor Daniel, Bateman, GAMA & TEKFEN JV) and AGIP KCO. DORÇE delivered the project on a turnkey basis under the Engineering, Procurement, and Construction (EPC) model.
An Integrated Living City Built on a 347,000 m² Site Area
Located on a total site area of 347,000 m² with 60,000 m² of enclosed construction area, the camp settlement was designed as a comprehensive living city to meet the accommodation, working, social life, and daily needs of thousands of personnel working at the Kashagan Oil Field.
A camp of this scale was not limited to dormitory buildings only; it was planned together with social, technical, and support units suitable for long-term field operations.
Combined Use of Light Steel, Heavy Steel, and Modular Steel Systems
Within the project, Light Steel Buildings, Heavy Steel / Pre-Engineered Steel Structures, and Prefabricated Modular Steel Buildings were used together as the main building systems. Thanks to this hybrid approach, optimal solutions were developed for both rapidly deployable living units and shared-use or technical buildings requiring high durability, wide spans, and long service life.
The harsh continental climate of the Kashagan region, extreme temperature differences, strong winds, and soil conditions were decisive factors in all engineering and building designs, and all structures were designed accordingly to withstand these challenging environmental conditions.
Turnkey Works within the EPC Scope
Within the scope of the project, DORÇE executed all infrastructure and superstructure works required for the full operation of the camp in an integrated manner. These works included:

All works were completed in compliance with international oil and gas project standards.
On-Time Delivery and Operational Continuity in a Challenging Geography
Successfully completed between September 2005 and January 2007, the project clearly demonstrated DORÇE’s capabilities in high-capacity site organization, strong logistics management, and schedule control. Delivering a turnkey camp of this scale in a geography such as the Caspian Sea region—where access is limited, climate conditions are severe, and operational risks are high—was one of the project’s most critical success factors.
