A High-Capacity Accommodation Solution for the Oil & Gas Sector Built with Light Gauge Steel Systems Under the EPC Model

As part of one of Saudi Arabia’s largest and most strategic energy investments, the Jazan Refinery and Terminal Project, an Integrated Workforce Accommodation Village with a total capacity of 8,500 residents was successfully delivered on a turnkey EPC basis by Dorce. Developed to meet the accommodation needs of thousands of personnel working on the refinery and terminal construction, the project was designed around the objectives of rapid deployment, high structural durability, and uninterrupted operational continuity.

The project client was Nasser Al Hajri Co., and the project owner was Saudi Aramco. The design and implementation process was carried out in full consideration of the extreme heat, humidity, and challenging environmental conditions of the Jazan region, as well as the high-level safety and quality standards required for refinery projects.

Fast and Scalable Modular Solutions for Energy Projects

The workforce accommodation village, with a total enclosed area of 48,800 m², was completed in an exceptionally short timeframe — from November 2015 to July 2016, approximately 8 months in total. Compared to traditional reinforced-concrete construction, this represents a critical time advantage for large-scale energy programs.

Thanks to prefabricated modular building technology, the project was fully synchronized with the refinery and terminal construction schedule, while site logistics and workforce planning were optimized.

Structural Systems and Engineering Approach

Light Gauge Steel Frame (LGSF) prefabricated buildings were selected for the project. This system provides key advantages particularly suitable for oil and gas sector developments, including:

• Superior durability under high temperature and humidity conditions
• High construction speed and controlled quality through factory production
• Long service life with reduced maintenance requirements
• Safe and sustainable operation under demanding site conditions

This engineering approach created an ideal accommodation infrastructure for long-term mega energy investments such as the Jazan Refinery Project.

Turnkey EPC Delivery

Dorce managed the entire lifecycle of the project under an end-to-end EPC model and delivered the following works on a turnkey basis:

• Architectural, structural, and engineering design
• Supply of prefabricated modular buildings
• Electrical and mechanical (MEP) installations
• Transportation and customs coordination
• Site supervision and installation coordination

All activities were executed in full compliance with the strict operational safety, quality control, and occupational health standards applicable within refinery environments.
