Multi-Purpose, Durable, and Rapid Training Facilities for Security Institutions Using Light Gauge Steel (LGSF) Technology

Implemented in Afghanistan under the employer U.S. Army and with ESKO International Inc. as the main contractor, the Police Training Center Project is a significant international reference demonstrating DORÇE’s engineering capability in developing security and public training facilities in high-risk and challenging geographies. The project was designed as a multifunctional training campus where basic police training, specialized programs, and continuous professional development activities for adult police personnel could be carried out simultaneously.

With a total construction area of 6,250 m², the training center was completed within a short timeframe between June and August 2003 under the Design & Supply model, with engineering and superstructure works carried out by DORÇE. The project stands as an exemplary implementation where speed, quality, and operational continuity were achieved simultaneously in security infrastructure projects.

Simultaneous and Specialized Training Through a Multi-Building Campus Layout

The Police Training Center was developed with a multi-building campus approach, enabling multiple classes and training programs to be conducted at the same time. The training buildings were planned to include theoretical classrooms, practical training areas, and special-function units, allowing parallel training activities for different areas of specialization. This structural model supports the continuous and uninterrupted training approach required by modern security institutions.

The center was designed not only for the basic training of new personnel, but also to accommodate in-service training, specialization programs, and professional skill development activities for active-duty police officers. In this respect, the project provides a long-term training infrastructure suitable for adult users of all age groups.

Flexible and Scalable Building Model for Continuous Professional Development

Training within security and law enforcement organizations is not a one-time process but an ongoing institutional requirement that must be continuously updated. The Afghanistan Police Training Center Project was developed with a flexible planning approach in line with this requirement, enabling adaptation to different training scenarios and evolving needs. The building system offers a scalable infrastructure that allows for the addition of new training units and capacity expansion in future phases.

Safe Structural Performance in Harsh Conditions with Light Gauge Steel (LGSF) Technology

The Light Gauge Steel Frame (LGSF) building system selected for the project was implemented with consideration of Afghanistan’s harsh climatic conditions, security requirements, and intensive usage scenarios. Thanks to its low structural weight, high load-bearing performance, and controlled production advantages, LGSF technology provides a durable and long-lasting building solution.

Compared to conventional construction methods, this system stands out as an ideal solution for security and defense facilities due to its faster implementation and its ability to minimize on-site risks. Within the scope of the project, the construction of shooting range (polygon) structures in compliance with specific technical specifications also enabled theoretical and practical training activities to be conducted in an integrated manner within the same campus.
