Worker Accommodation Camp for the Baku–Tbilisi–Ceyhan Crude Oil Pipeline Construction – Erzincan – Erzurum – Sivas – Ağrı – Türkiye

7,000-Person Living Infrastructure Delivered Through Simultaneous Installation Across Different Climate Zones
The Baku–Tbilisi–Ceyhan (BTC) Crude Oil Pipeline Project is one of the most strategic energy infrastructure investments in Türkiye’s history, implemented across a vast geography extending from the eastern regions to the south of the country. Within this scope, the BTC Accommodation Villages Project was developed to meet the accommodation and living needs of personnel working on the pipeline construction. In parallel, pumping stations and auxiliary facilities were constructed along the Türkiye route in the Rize, Posof, Ağrı, and Erzurum regions.
This multi-component project stands as a significant reference demonstrating DORÇE Prefabricated & Construction’s Design & Build expertise in multi-location, large-scale projects carried out under challenging climatic conditions.
The project was executed on behalf of BOTAŞ Petroleum Pipeline Corporation, with Tepe Construction Industry Co. acting as the main contractor. DORÇE undertook the complete engineering, production, and on-site implementation processes of the accommodation villages under the Design & Build model. With a total capacity of 7,000 people, the facilities were successfully completed within a very short timeframe between May 2003 and January 2004, thanks to simultaneous site organization and effective project management.
Simultaneous Implementation in 6 Different Cities Across Türkiye
The BTC Accommodation Villages were implemented simultaneously in the provinces of Erzincan, Erzurum, Sivas, Kahramanmaraş, Ağrı, and Posof, each characterized by different climatic conditions. The harsh winter conditions of Eastern Anatolia, high altitudes, and low temperatures, together with the varying seasonal conditions of Central and Southern Anatolia, were decisive factors in the project design and structural systems.
Accordingly, the accommodation villages were planned to meet the climatic, geographical, and operational requirements of each region, and region-specific engineering solutions were applied in terms of thermal insulation, structural system selection, and building durability.
Hybrid Structural Approach Combining Light and Heavy Steel Systems
The primary structural system used in the project was Light Gauge Steel Frame (LGSF). In addition, depending on site conditions, building spans, and functional requirements, heavy steel structural systems were integrated into specific buildings. This hybrid approach provided optimal performance in areas requiring both rapid installation and high structural strength.
With a total construction area of 30,790 m², the accommodation villages included dormitories, social facilities, administrative units, and technical spaces, all commissioned rapidly to match the pace of the pipeline construction works.
Integrated Superstructure, Infrastructure, and Living Facilities
Within the scope of the project, DORÇE delivered not only the buildings themselves but also all infrastructure and living facilities required for the full operation of the accommodation villages in an integrated manner. These works included:
-
Engineering and detailed design services
-
Superstructure construction works
-
Infrastructure and auxiliary facilities
-
Electrical and mechanical systems
-
Furniture and interior fit-out
-
Testing and commissioning processes
All works were completed in compliance with international energy project standards.
Speed and Organizational Capability for Large-Scale Energy Projects
The BTC Accommodation Villages Project is one of the rare projects that successfully met the simultaneous accommodation needs of thousands of personnel across multiple cities and diverse climate conditions. The rapid completion of the project was made possible by DORÇE’s strong experience in mass production, logistics coordination, and site organization.
The Baku–Tbilisi–Ceyhan Pipeline Accommodation Villages represent one of the strongest examples of DORÇE’s fast, durable, and engineering-driven living facility solutions developed for energy transmission lines, pipeline projects, and large-scale infrastructure investments.
