Durable, Rapid, and Sustainable Rural Settlement Solutions in High Seismic Risk Regions

Malatya, Adıyaman, Van, and Tunceli – 71 Different Construction Sites

The TOKİ–AFAD Village Houses and Barn Structures Project is a strategic public housing program developed to deliver permanent, safe, and sustainable rural settlements in Türkiye’s high seismic risk regions following disasters. The project was implemented under the EPC (Engineering, Procurement, Construction) model, with the Housing Development Administration of Türkiye (TOKİ) and the Disaster and Emergency Management Authority (AFAD) under the Ministry of Interior as the employers, and under the coordination of the Ministry of Environment, Urbanization, and Climate Change.

Between 2020 and 2023, DORÇE successfully completed a large-scale rural settlement infrastructure consisting of village houses and barn units through simultaneous operations at 71 different construction sites across the provinces of Malatya, Adıyaman, Van, and Tunceli. Within the scope of the project, a total of 450 housing units and 140 barn structures were constructed using modern engineering solutions.

Safe Rural Housing with Earthquake-Resistant Building Technologies

In line with seismic resistance and long-term durability requirements, two primary structural systems were used together in the project:

Light Gauge Steel Frame (LGSF) systems
Pre-Engineered Heavy Steel / Pre-Engineered Building (PEB) systems

Through these construction approaches, structures with standardized quality that are resistant to challenging geographical conditions and high seismic risks were delivered with rapid installation. Controlled factory production and fast on-site assembly principles significantly reduced construction time while elevating quality and occupational safety standards.

Multi-Location EPC Management and Infrastructure Integration

DORÇE’s scope of work included end-to-end EPC management, covering:

  • Architectural and engineering design
  • Superstructure and infrastructure works
  • Road construction, landscaping, and environmental arrangements
  • Technical infrastructure and utility installations

These activities, carried out simultaneously across numerous settlements, clearly demonstrate DORÇE’s strong capabilities in planning, logistics, and site coordination for multi-location public sector projects.

A Scalable and Secure Model for Post-Disaster Permanent Settlements

Globally, particularly in seismic zones, prefabricated and modular building systems are increasingly preferred not only as temporary solutions but also as permanent housing alternatives. For example, hundreds of thousands of detached homes in California have been constructed using modular building technologies with high seismic resistance.

In Türkiye, this program, initiated after the Elazığ earthquake and implemented between 2020 and 2023, clearly demonstrates the effectiveness of Light Gauge Steel Frame (LGSF) and steel construction technologies in post-disaster reconstruction.

Following the major earthquake disaster in 2023 that affected 11 provinces in Türkiye, on-site observations and technical assessments confirmed that housing units built with LGSF and steel structural systems during this period maintained their structural integrity and were not adversely affected by the earthquake. This outcome provides concrete evidence of the high seismic performance, flexibility, and safety of these construction technologies.

In this respect, village houses and permanent settlements developed using LGSF and steel structural systems offer not only rapid production and installation advantages but also create disaster-resilient, long-lasting, and sustainable living environments. These qualities establish a reliable model for future reconstruction projects.
