High-Security and Integrated Construction Solution for Diplomatic Buildings under the EPC Model
The Libya Embassy Building Project is a prestigious public building realized in Ankara, the capital of the Republic of Türkiye, on behalf of the State of Libya. The project was completed on a turnkey basis by DORÇE Prefabricated Building and Construction Industry and Trade Inc. under the EPC (Engineering, Procurement, Construction) model, in line with high security requirements, diplomatic protocols, and modern representation needs.
The project was carried out for and on behalf of the Libya Embassy in Ankara between August 2017 and September 2019 and was handled as a comprehensive transformation project encompassing both the strengthening of existing structures and the construction of a completely new embassy building.
Strengthening of Existing Structures and Construction of the New Embassy Building
Within the scope of the project, one of the existing buildings located on the plot was preserved and structurally strengthened using reinforced concrete and steel structural elements, while the other structures were completely demolished and reconstructed in accordance with modern architectural, security, and functional requirements. The new embassy building was integrated with the existing structure to form a cohesive diplomatic compound.
Developed on a total enclosed area of 6,000 m² and a land area of 3,506 m², the project was constructed using a conventional reinforced concrete building system.
End-to-End Integrated Project Management within the EPC Scope
Within the scope of the Libya Embassy Project, DORÇE managed all of the following processes end to end under the EPC approach:
Strengthening of existing reinforced concrete and steel structures
Engineering and construction of the new embassy building
Construction of all buildings, internal roads, and hardscape works within the plot boundaries
Infrastructure and superstructure works
Installation of electrical and mechanical systems
Production, transportation, installation, and site coordination
Supply of furniture, fixed equipment, and interior fittings
Testing, commissioning, and handover processes
Through this integrated approach, the required quality, continuity, and risk management for high-security diplomatic buildings were successfully ensured.
